Five services addressed to the individuals who intervene personally in the procurement cycle, and to the entities that appoint them.
Our work is compliance and accountability, not legal representation. We produce the methodology, the instruments and the documentary trail that allow an organisation to demonstrate that its decisions were taken on a defensible basis. Where a matter requires legal representation or an act reserved to lawyers under Portuguese law, we say so and refer it.

Engagement model
Scoping meeting
A thirty to sixty minute meeting, remote or in person, at no charge and without commitment, to define scope and confirm that the service fits the need.
Written proposal
Scope, deliverables, timeline, fixed fee and payment terms, in writing. Fees are quoted in euro and exclude VAT where applicable.
Delivery
Work plan, calendar and a single point of contact. All deliverables are provided in editable format with a note on use.
Practical note
Working across languages
Portuguese public procurement is conducted in Portuguese. Tender documents, submissions and communications with contracting authorities are in Portuguese, and the authoritative text of the Code is the Portuguese original.
We work with international suppliers and advisers in English throughout: analysis, reporting, meetings and deliverables. Where a document has to be filed in Portuguese, we produce it in Portuguese and provide an English working version so that the decision is taken with full understanding of what is being filed.
